MIDDLEMORE () Birmingham, N.I beg to ask the Vice-President of the Committee of Council on Education whether, in view of his recent statement that about a million children who ought to be in attendance at our public elementary schools were absent from them every day, it is his intention to introduce legislation to remedy this condition of things.
§ SIR J. GORSTMy suggestion was that the remedy for the state of things complained of was not to be found in fresh legislation, but rather in the more effective administration of the existing laws.
