I beg to ask leave to bring in a Bill to make further provision for the number and salaries of the staff of the Lunacy Board for Scotland, and for the remuneration of certain of the Commissioners. I may explain that for a long time past the duties of this department have been increasing, so that the salaries of a number of the staff' are now inadequate. The Treasury have agreed to provide a further sum, but, unfortunately, owing to the provisions of certain statutes the salaries cannot be increased without legislation. The present Bill, therefore, proposes to do no more than legalise what, in ordinary cases, would be done by a Treasury Minute.
