I beg to ask the Vice-President of the Committee of Council on Education whether assent; was given by Her Majesty's Government in 1890 to the proposal made at the International Labour Congress, held at Berlin, that the age at which children might be permitted to work underground should be raised from twelve to fourteen; and whether any steps have been taken to give effect to that proposal, and, if not, whether the Government contemplate legislation upon the subject during the current session.
