SIR FORTESCUE FLANNER () Yorkshire, ShipleyI beg to ask the Undersecretary of State for Foreign Affairs if he can state whether Her Majesty's Government is satisfied that the Government of Portugal is fully observing its duty of neutrality in regard to Delagoa Bay, and effectively preventing the irregular use of that port during the war; and what steps are being taken by Her Majesty's Government in the matter.
§ *THE UNDER SECRETARY OF STATE FOR FOREIGN AFFAIRS (Mr. BRODRICK,) Surrey, GuildfordThe instructions given by the Government of Portugal are such as to leave no doubt of their intention fully to observe their duty of neutrality in the present war. Her Majesty's Government have throughout given most attentive consideration to the situation in Delagoa Bay, and we are in constant communication with the officer commanding the Fleet in those waters and with Her Majesty's Consul at Lorenzo Marques.
