I beg to ask the Lord Advocate if he is aware that small sample bottles of whisky are being freely distributed to dwelling-houses in Scotland by representatives of distillers and spirit dealers; and whether it is possible under the existing law to prevent this practice of promoting drinking by placing special temptations in the way of women and young people at their homes; and, if not, whether he will consider the desirability of introducing a short Bill to stop it.

In reply to the first paragraph of the question, I have no special information, but I do not doubt that distillers, like other manufacturers, distribute samples of their wares. In reply to the second paragraph, such distribution is lawful, and I have no reason to believe that it has any such injurious effects as to call for legislation.
