I beg to move that this Bill be read a second time. It consists of only one clause, and has the sanction and approval of the friendly societies of this country, and has received the unanimous approval of the National Conference of Friendly Societies. It provides that where a board of guardians grants outdoor relief to any member of a friendly society, it shall not take into consideration any sum up to five shillings which may have been granted by the society.

At this time of the evening it is impossible to discuss this Bill. It is perfectly true it is a very small Bill, and consists of only two clauses, but it nevertheless interferes very seriously—
