I beg to ask the Under Secretary of State for War whether private soldiers have to pay for the loss of any part of their equipment in the field, and the loss of a water bottle entails a charge of 3s. 5d. on the loser, even if it may have been lost through no fault of his own; and whether, having regard to the extreme difficulties of the campaign in South Africa, this rule can either be cancelled or relaxed.
