I beg to ask the Under Secretary of State for War whether the Government are placing obstacles in the way of obtaining recruits for Volunteer regiments by requiring that the expense of all members above the number allowed by Government shall be borne by the corps; and whether, in view of the present strong desire to enlist, and the exigencies of the war, the Government can see their way to relax this regulation.

It has already been announced that facilities will be afforded for men to join the Volunteer force in excess of the present establishments. Regulations on the subject will shortly be issued, and I shall refer to it in the statement which I shall make to the House, I hope on Monday.
