I beg to ask the Under Secretary of State for Foreign Affairs if he has any information regarding the offer of the Russian Government to give financial help to the Shah of Persia with a view to pay off the Anglo-Persian Loan of 1892, and whether the offer of Russia has been accepted by his Majesty the Shah; and, if so, what are the terms of the offer. Will the right hon. Gentleman also state the full extent of the loan?

I have no further information to give respecting the Russian loan to Persia than that contained in my answer of Tuesday to a question by the hon. Member for Chester. Among the conditions of the loan as published is an engagement on the part of Persia to extinguish all its previous external obligations out of the proceeds of the new loan.
