I beg to ask the First Lord of the Treasury whether he has any papers to lay upon the Table or any statement to make as to the progress of the negotiations for the conclusion of a triple alliance between Great Britain, the United States, and Germany, announced by the Secretary of State for the Colonies at Leicester on 29th November last.
