MR. LLOYD MORGANOn behalf of the hon. Member for the Gainsborough Division of Lincolnshire, I beg to ask the Secretary of State for India, whether, in view of the recent experience in Natal and Cape Colony proving the practical invulnerability of a well fortified range of mountains to an invading force whose base is at a great distance, the large payment to Afghanistan will be suspended and the whole or part of the money spent on strengthening the forts and increasing the armaments on the frontier.
§ LORD G. HAMILTONThe terms of the agreement, dated the 12th of November, 1893, would not justify any such diversion of the subsidy as the hon. Gentleman suggests.
