COLVILLE (Lanarkshire, N.E.)I beg to ask the Under Secretary of State for War why the quickest mail steamers flying the British flag were not employed in the transport of troops to South Africa; and whether at least two days could have been saved on the voyage over the average of the vessels which were thus employed.
