I beg to ask the First Lord of the Treasury whether the Government will consider the advisability of acting on its own suggestion made at the Hague Conference, and agree to resort to arbitration with a view to bring the war in South Africa to a speedy and satisfactory end.

The proposal made by the British Pleni- potentiary at The Hague for the establishment of a permanent court of arbitration does not appear to Her Majesty's Government to be applicable in the present circumstances.
