HERBERT LEWIS (Flint Boroughs)I beg to ask the Secretary of 676 State for the Colonies whether, in constituting the proposed Crown colony government of the Transvaal and the Orange River Colony, the legislative council will contain, as in other Crown colonies, persons representing different races (whether white or coloured) and classes in the community.
