PHILIP STANHOPE (Burnley)I beg to ask the Under Secretary of State for War whether ho is aware that a number of young men who went out to South Africa at their own expense to join some of the colonial forces, such as Brabant's Horse, the Kaffrarian Rifles, or the Border Horse, are not in a position to defray the cost of the return journey to England; and whether, at the conclusion of the war, arrangements will be made to give these men, who have been serving their country, a free return passage home.
