WHITMORE (Chelsea)I beg to ask the Under Secretary of State for War whether he can state what are the conditions under which it is expected that some 15,000 of the troops now in South Africa will make their homes there; and whether this settlement will be carried out as part of a general scheme under the encouragement and supervision of Her Majesty's Government.
