I beg to ask the Secretary to the Treasury, as representing the Postmaster General, whether an answer can now be given to a petition with reference to risk allowances which was sent to the Postmaster General in November, 1899, by the local secretary of the Postal Telegraph Clerks' Association on behalf of the local members.
