BALFOUR,) Manchester, E.In answer to the question of my hon. and gallant friend I have to say that the Law Officers have informed us that there is no sufficient ground for criminal prosecution in these cases, and in these circumstances I think the sooner the Committee, to which my hon. friend refers, is appointed the better.
