I beg to ask the Secretary of State for the Colonies whether Her Majesty's Government have received confirmation of the grievous and unprovoked maltreatment and wholesale robbery of unarmed Uitlander civilians by armed Boers; and, if so, whether Her Majesty's Government will issue a proclamation stating their intention to hold the perpetrators of these outrages responsible for their brutality.

On the 11th instant I instructed the High Commissioner to warn President Kruger that he and his Government are expected to protect the lives and property of all peaceable persons, British subjects and others, and will be held responsible by Her Majesty's Government for any acts committed contrary to the usages of civilised people.
