HC Deb 19 October 1899 vol 77 c240
MR. COGHILL (Stoke-on-Trent)

I beg to ask the Vice-President of the Committee of Council on Education whether he will bring in a Bill this session to amend the Elementary Education (Blind and Deaf Children) Act, 1893, so that where the words "Blind and Deaf" occur they shall read "Blind, Deaf, and Dumb".

THE VICE-PRESIDENT OF THE COMMITTEE OF COUNCIL ON EDUCATION (Sir J. GORST,) Cambridge University

No. The extremely rare case of a child which is dumb, but not also deaf, is provided for by the Act of last session.
