I beg to ask the Under Secretary of State for Foreign Affairs whether he is aware that the wharfage accommodation at St. Petersburg for the discharge and storage of herrings is still in an unsatisfactory condition; and will he have the question represented to the Russian Government, with a view to improved accommodation being provided?

The matter has been repeatedly represented to the Russian Government by Her Majesty's Ambassador at St. Petersburg, who went into the question very thoroughly last July. It is hoped that the steps which were in consequence then taken by the Russian authorities may have effected considerable improvement in the facilities afforded for the discharge and storage of herrings.
