I beg to ask the President of the Board of Agriculture whether, in view of his recent statement in regard to the muzzling of dogs, that rabies in dogs did not prevail to any large extent in the county of Essex or within the metropolitan area, and also that he was considering whether he could relax the stringency of the present regulation, he can state to the House whether he can now see his way to withdraw the present Muzzling Order; and, if not, how far can he go in this direction?
