I beg to ask the President of the Board of Trade if he has received a memorial from the Lewis District Committee of the County Council of Ross and Cromarty urging that a harbour should be constructed in Broad Bay, Island of Lewis; and will he state what action he proposes to take in the matter?

THE PRESIDENT OF THE BOARD OF TRADE

Yes, Sir; I received the memorial referred to. The application is one which evidently does not come within the limitations laid down by me in a recent Debate in the House, but appears rather to be one for the con- sideration of the Secretary for Scotland. I have been in communication with him, and have to-day been informed by him that he has no fund at his disposal for the object sought by the memorialists. If an application were made to the Treasury for a loan with the guarantee of the county council, it would, no doubt, receive consideration.
