WEIR (Ross and Cromarty)I beg to ask the Secretary of State for the Colonies if he will state under what circumstances the sum of £13,870 has been placed on this year's Estimates, Class 5, Vote 3, Sub-head D (Grants-in-aid of Local Revenues), to make provision, amongst other matters, for the purpose of assisting the Governments of Tobago, Grenada, St. Vincent, St. Lucia, Antigua, Granada, Nevis, Dominica, Barbados, and British Guiana, in the experimental cultivation of sugar cane?
