I beg to ask the Secretary of State for the Colonies if he will state under what circumstances the sum of £13,870 has been placed on this year's Estimates, Class 5, Vote 3, Sub-head D (Grants-in-aid of Local Revenues), to make provision, amongst other matters, for the purpose of assisting the Governments of Tobago, Grenada, St. Vincent, St. Lucia, Antigua, Granada, Nevis, Dominica, Barbados, and British Guiana, in the experimental cultivation of sugar cane?

This sum has been placed on the Estimates to give effect to the recommendations of the West Indian Royal Commission in connection with the establishment of an Agricultural Department in the West Indies for the purposes stated in the Estimate, which is only partially quoted by the honourable Member.
