I beg to ask the President of the Board of Trade whether he can state the number of lascars employed respectively on board of the Peninsular and Oriental steamships "Himalaya," "Oriental," "Ceylon," and "Japan"; whether ho will state how many of the lascars are employed upon the deck department of each ship, and how many in the engine-room and stokehold departments, and how many are employed in the cook and stewards' departments: whether he can state the number of forecastles or berths set apart for the use of the lascars on each vessel; whether he can state how many cubic feet and how many superficial feet is provided in each of such forecastles or berths for each lascar, and the number of lascars located in such forecastles or berths; and whether the crew spaces are kept entirely free as required by Section 210 of the Merchant Shipping Act, 1894, sub-section (2)?

The questions put by the honourable Member number over 40, and are of so complicated a nature and involve so many details, that I fear I cannot satisfactorily reply to them within the limits of an answer in the House, but I shall be happy to furnish the honourable Member with a Memorandum giving the particulars he desires, as far as it is possible to give them.
