I beg to ask the Under Secretary of State for War whether, considering the great inconvenience caused to the inhabitants of the town of Yarmouth, Isle of Wight, by the use of traction-engines for the conveyance of materials to Fort Victoria, both by day and by night, the War Office will consider some other method of conveying these materials; and whether they will especially consider that the roadway in the High Street of Yarmouth is only nine feet wide; that the inhabitants have petitioned the County Council on the subject; and that the material could be equally well conveyed by horse and cart over Yarmouth Bridge, a very much shorter distance than that now traversed, or by sea to the landing stage at Fort Victoria?

The traction-engine used by the contractor is required to move by night only, in accordance with a local by-law. This by-law the inhabitants are now petitioning to have rescinded. The smaller engine used by the War Department is not amenable to this by-law and is employed by day only. The War Department has no power to interfere with the contractor's methods of carrying on his work.
