LUCAS-SHAD-WELL (Hastings)I bag to ask the Secretary to the Treasury, as representing the Postmaster-General, whether all full-time duty, viz., eight hours per day, performed by men upon postal duties previous to their receiving postmen's appointment's, will be counted as full time for good conduct stripes.
