I beg to ask the Secretary to the Treasury why the Civil Service Commissioners ignore the Engineering Degree of Trinity College, Dublin, which implies a thorough training in surveying and drawing, as a sufficient qualification for leave to compete for posts under the Land Commission or for county surveyorships; and whether he will request the said Commissioners to specify the points in which they consider that degree to be defective.

The Civil Service Commissioners do not ignore the Trinity College degree. They consider, however, that it is an insufficient qualification unless it is supplemented by practical experience in responsible professional work.
