SCOTT (Lancashire, Leigh)I beg to ask the Secretary of State for the Colonies whether, as stated by Sir Alfred Milner in his dispatch dated 4th May, this country was, just before the so-called Jameson Raid, on the verge of war with the Transvaal; and, if so, what were the grounds justifying a declaration of war against the Transvaal by this country at that time.
