THE FINANCIAL SECRETARY TO THE TREASURY (Mr. HANBURY, Preston)

It must be understood by the promoters that I can only allow this Bill to be read a second time on the distinct understanding that certain clauses shall be inserted at the initiative of the Treasury. The Bill does away altogether with the Stamp Duty, and the Estate Duty in certain cases, and that is a matter we must deal with.
