LOYD (Berks, Abingdon)I beg to ask the Secretary to the Treasury, as representing the Postmaster-General, why The Implement and Machinery Review, weighing a fraction over 512 8 oz., is charged a postage of 2½d., while copies of The Ironmonger, weighing 13 oz., The Engineer, weighing 17 oz., and Engineering, weighing 18 oz., are carried to any part of the United Kingdom for one halfpenny?
§ MR. HANBURYThe Implement and Machinery Review, being published less frequently than once a week, does not in respect of frequency of publication conform to the definition of a newspaper contained in the Post Office Act, 1870. It is, therefore, liable to the book rate of postage of ½d. for every two ounces. The three other publications to which the honourable Member refers comply with the requirements of the Act, and are transmissible in the United Kingdom at the rate of ½d. each.
