I beg to ask the Under Secretary of State for Foreign Affairs whether any, and, if so, what steps have been taken to restore to British commerce in Madagascar the most favoured nation treatment, and to enforce the stipulation that the duty upon British imports shall never exceed an ad valorem duty of 10 per cent.; and whether these privileges to British commerce are not only secured to this country by treaty, but also confirmed by France when, she took over the Protectorate of Madagascar?
