I beg to ask the Secretary to the Treasury, as representing the Postmaster-General, if instructions can be issued that unpaid correspondence, evidently of a circular nature, addressed to Members of either House of Parliament, may be sent to the Returned Letter Office for disposal instead of being re-addressed and the surcharge collected at the private residences of Peers and Members of the House of Commons.

The Postmaster-General is advised that he has no power to withhold letters from delivery because they are unstamped; but hon. Members are, of course, at liberty to refuse any letter of the kind referred to. If any Member requests that all unpaid correspondence, evidently of a circular nature, addressed to himself at the House, shall not be redirected to his private residence, the Postmaster of the House on receiving such request will act accordingly.
