§ MR. BRODRICKA manifesto was issued by the Emperor of Russia in February last reserving for his decision the final specification of legislative questions common to the whole empire while leaving in force the existing rules for the publication in Finland of laws of local interest. I can express no opinion as to the object of the manifesto.
