LLOYD MORGAN (Carmarthen, W.)I beg to ask the Secretary of State for the Home Department whether he is aware that it is the practice of some benches of magistrates to make 522 orders granting to police constables in charge of prosecutions under the Swine Fever Acts half the fine inflicted on a defendant; and whether such an order is in accordance with the law?
