I beg to ask the Secretary of State for the Home Department whether he is aware that it is the practice of some benches of magistrates to make orders granting to police constables in charge of prosecutions under the Swine Fever Acts half the fine inflicted on a defendant; and whether such an order is in accordance with the law?

I am not aware that such a practice is in vogue, and should like to have definite information of some particular instance of it before expressing any opinion as to its legality.
