I beg to ask the President of the Board of Trade whether his attention has been called to the issue of orders for the construction of light railways along main thoroughfares in populous districts; and whether, in view of what has already been done in this respect, he will consider the propriety of suspending any further orders until the opinion of the law officers of the Crown as to the legality of the action of the Board and of the Light Railway Commissioners in this matter can be ascertained?
