I beg to ask Mr. Chancellor of the Exchequer if the Government have taken into consideration the guarantee of any portion of the railway-proposed by Mr. Cecil Rhodes to connect the Cape to Cairo or for any other proposed new railway in Africa?

The subject has been under consideration. A fresh proposal has been very recently sent to the Treasury, but I have not yet seen it.
