I beg to ask the Chancellor of the Exchequer whether it is the intention of the Government to put the official incomes of parochial incumbents which consist of tithe on the same footing as all other official stipends in respect of local rates; and whether, taking into consideration the great hardships which arise under the present system, he will endeavour to deal with this question at an early date?

Any Question as to a Bill dealing with the law of rating should be addressed to the President of the Local Government Board rather than to me; but, in speaking on this subject last Session, I pointed out the difficulty of dealing with it apart from other questions affecting local taxation, and I am afraid I am not in a position at present to add anything to what I then said.
