The provisions of this Act with respect to officers transferred to a county council shall apply to all existing officers of any urban district council or town commissioners other than a town clerk or clerk to the commissioners, in like manner as if they were officers transferred by this Act to such council or commissioners."—(Mr. Gerald Balfour.)
