§ THE FIRST LORD OF THE TREASURYI think there is a great deal in theory to be said in favour of the plan suggested by the honourable Gentleman, but it is so absolutely alien to the Parliamentary traditions and practice of this country that I certainly shall not make myself responsible for any such proposal.
