I beg to ask the First Lord of the Treasury whether the Government will consider the advisability of bringing in a Bill to enable the Prime Minister to speak in both Houses of Parliament?

I think there is a great deal in theory to be said in favour of the plan suggested by the honourable Gentleman, but it is so absolutely alien to the Parliamentary traditions and practice of this country that I certainly shall not make myself responsible for any such proposal.
