I beg to ask the First Lord of the Treasury whether it is intended to proceed with the Army Reserve Bill; and, if not, whether Her Majesty's Government will take steps to bring a certain number of corps to a strength prepared for occasional emergencies, so that when a brigade or a division is required for active service it may be commanded in the field by officers under whom it has been trained?

Of the two alternatives suggested by my right honourable Friend, the first is the one which commends itself to the Government, and we are extremely anxious to make progress with the Bill in question.
