On behalf of the honourable Member for Belfast West, I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland whether, under the powers to be conferred by the Local Government (Ireland) Act, urban county councils in Ireland will be enabled to provide music in public parks and places of recreation out of the rates; and, if not, whether he will insert in the Bill a provision giving such powers as were conferred upon the London County Council by 53 and 54 Vic, cap. 243, section 21, and 56 and 57 Vic, cap. 221?
