I beg to ask the First Lord of the Admiralty if it will be possible to take advantage of the presence in this country of the Prime Minister of Newfoundland to discuss with him the arrangements for bringing the fishing population of that Colony into the Royal Naval Reserve?

I will gladly discuss this question with the Premier of Newfoundland, but the difficulties which surround the subject are very serious.
