I beg to ask the Secretary for State for the Home Department whether the Government intend to propose legislation, as promised in the Queen's Speech of last Session, to carry out the recommendations of the Inebriates Committee of 1893, which have been endorsed by two Government Committees, one on the same subject in Scotland, and the other on prisons?
