I beg to ask the Secretary to the Treasury, as representing the Postmaster General, whether it is a rule of the Post Office that telegrams to China cannot be sent in code, although this can be done in Germany; and, whether he can abolish the rule?

There is no Rule prohibiting the sending of telegrams to China in code.
