I beg to ask the Secretary of State for the Home Department whether he will issue a circular to the clerks to the magistrates embodying a question asked on 13th June by the right honourable Gentleman the Member for Thanet on the subject of serving children under 13 years of age with liquor for consumption off the premises, together with his answer, so that in the forthcoming brewster sessions there may be no doubt as to what the law is and what the action of Parliament has been upon this matter?

I do not think it would be desirable for me to issue such a circular as my honourable Friend suggests. I do not think that there is any doubt about the law, or the action of Parliament hitherto upon this matter.
