I beg to ask the President of the Board of Trade whether he intends to issue regulations regarding the education and housing of boys who may be indentured by shipowners under the Merchant Shipping (Mercantile Marine Fund) Bill; if so, can he state what they are to be; and will the regulations be similar for all classes of vessels (whether steam or sail), as well as for all trades?

The regulations to be issued under the Merchant Shipping (Mercantile Marine Fund) Bill will be carefully considered during the Recess and the point referred to by the honourable Baronet shall be borne in mind. The regulations will probably be similar for all classes of vessels.
