I beg to ask the Secretary of State for India whether his attention has been drawn to the statement made by Mr. Thorburn, Financial Commissioner in the Punjaub, that 100,000 animals and 25,000 owners were impressed in the Punjaub for the recent frontier operations, and that impressment was practised in the Punjaub without discrimination, without system, and without organisation; and will he state under what authority the impressment of the men for transport service was purported to be made?
