I beg to ask the First Lord of the Admiralty whether his attention has been drawn to a new method of fixing collision mats invented by a Mr. Mackintosh, which is spoken highly of in the July number of the Shipping World; and whether, in view of the large loss of life occasioned by recent collisions, he will consider the advisability of directing a scientific test or inquiry into Mr. Mackintosh's methods?
