I beg to ask the Under Secretary of State for Foreign Affairs whether, when the British lease of Wei-hai-Wei commences, it is the intention of Her Majesty's Government to relieve the Japanese garrison at that place; and whether it is proposed to make Wei-hai-Wei a naval base proper, with a military garrison, or only to regard it as an anchorage for the fleet?

In answer to my hon. and gallant Friend I have to say I do not think that any statement can at present be made as to the intentions of Her Majesty's Government on the subject referred to in the Question.
